Position Summary

The Senior IT Business Analyst applies his/her domain expertise to contribute to both product development and customer implementations and support. The person will assist in the development of product requirements, define standard business rules functionality, define use cases and associated test cases, and assist in product testing. In addition, the Senior IT Business Analyst will play a primary role in customer implementations defining customer specific business rules, data mappings, and customer specific test cases, as well as assisting in testing.

Essential Functions 

  • Lead discovery phase, for requirements, use cases, conceptual solutions, and high-level data flows.
  • Develop and document medium to high complexity business workflows.
  • Analyze scope and resolution of medium to high size Operations Management (OM) and development requests.
  • Provide clear description of problems / issues for medium to high complexity problems.
  • Present options for problem resolution.
  • Contribute to developing organizational functional knowledge.
  • Anticipates customer needs and proactively develops solutions to meet them.
  • Complete mappings in coordination with client or business unit.
  • Lead JAD sessions to gather requirement / document business process flows.
  • Providing project and analytical support.
  • Facilitate the collaboration of stakeholders, especially the ability to effectively manage client/customers.
  • Identify and execute opportunities for process improvements.
  • Determining and defining business requirements based on government regulations and business needs.
  • Liaison between the business unit and the IT department.
  • Communicating with audiences and SME's at all levels of management to provide project results / options.
  • Assist in the development of the product functional requirements and technical specification.
  • Spec User Interface. 
  • Spec any new reports (data mapping, mockup, collaboration diagrams)
  • Create/maintain any proprietary data models and data maps. 
  • Create/maintain any required schemas. 
  • Create/maintain business rules.
  • Assist in functionality testing prior to QA phase. 
  • Liaison between QA/client during QA—issues resolution. 
  • Engage on supporting and fixing Production system incidents in a timely manner to help reduce the overall impact of issues, mitigate damages, and ensure that systems and services continue to operate as planned.
  • Assist in estimation of medium to high size work effort.
  • Demonstrate subject matter expertise in healthcare claims, eligibility, provider, and care management areas.
  • Serves as a key resource on complex and/or critical issues.
  • Solves complex problems and develops innovative solutions.
  • Provide leadership to resolve complex issues with business users.

Education and Experience

  • Bachelor’s degree in computer science, Software Engineering, or a related area preferred.
  • 5 years of IT Business Analysis experience, gathering and writing business requirements, working directly with customers/stakeholders, IT applications development projects and data analysis.

Required Skills

  • Ability to adapt quickly to an existing, complex environment.
  • Ability to quickly learn new concepts and software as necessary.
  • Must have the ability to work independently as well as with others.
  • Ability to communicate in an understandable, polite, and friendly manner, both written and verbal.
  • Proficient with PC based software programs and automated database management system
  • Demonstrated process improvement, workflow, benchmarking and/or evaluation of business processes required.
